One question to people who are working in France on long term work visa… is it mandatory to have birth certificate to get France SSN

Someone from France HR suggested that if birth certificate is not available, we can have an affidavit stating the details same as passport would work… so I am little confused on this part if birth certificate in English or in French is an absolute mandatory requirement or affidavit can work
