On what basis Anniversary Appraisal is given. Is it purely on IPF?

Anniversary Appraisal isn't purely on IPF. It's a mix of IPF, unit performance, and corporate budget. High IPF doesn't guarantee a big raise. Timing and project fitment also matter. It's complex and often frustrating.
