I've been working at Accenture for the past 3 years (joined as a fresher) as a Business Analyst. My performance has been strong — both the client and my senior manager were happy with my work, and I even got promoted last year, despite a generally slow promotion cycle. For me the hike % was lower-than-usual hikes across the company. I was fine with that.
However, after the promotion, my project’s development head started behaving rudely and seems to be intentionally delaying my work. My deliverables need to go through a technical review with him, and he keeps holding them up, giving different reasons each time. In the end, he puts the blame on me. I'm not sure how to deal with this.

Include his supervisor and client managers while sending the request and following up.

Always keep updated ur reporting manager regarding the same. Especially in teams chat. Always copy ur development head and ur reporting manager in that chat. This is how we get highlighted with our work. And there is nothing wrong doing that. U r still doing ur job on daily basis and keep on updating what u have done daily.

Keep the proofs recorded can be teams chat, mails or any other channels. Make a document and keep it ready and send when u feel it's time. Verbal communication won't give a good base so always be professional by keeping the existing rapo aside(i am generalizing and talking, please don't take it the wrong way since I don't know the Collab with both of u). Always take feedback from clients also which will be helpful.
