Offer letter received from TCS but there is no joining Date. By considering this offer shall we resign from current organization?

I got an offer letter from TCS where given the tentative joining date and didnt get any confirmation on joining date, may I resign from the current orgnization.

After discussion with management about retention. Now TCS HR connected and asking to withdraw resignation. But they will match the offer in annual appraisal and Q1 also in two phases. No written confirmation

I want to know that if i accept tcs offer and won't join. What could be the repercurssions? Today is last day to accept it. What would be the best thing to do if i do accept offer but not planning to join?
