Offer letter - Help

A few days ago, I successfully cleared interviews with both IBM and Wipro.

I first cleared the IBM interview, and the background verification (BGV) was completed without issue; only the offer letter release was pending. During this period, Wipro reached out, indicating they were proceeding with my profile. I expressed my interest, and when asked about my expected CTC, I quoted 25-30 LPA. The HR then inquired if I had any other offers. I confirmed that I did, mentioning another MNC offering 19 LPA, though I did not disclose the company name. Wipro requested the offer letter last week, but it was not yet available to me. When I asked about the necessity of sharing another company's offer letter, they stated it was for internal budget approvals. I assured them I would share it as soon as I received it.

Today, I received the IBM offer letter. My dilemma is whether to send this offer letter directly to Wipro HR. Is this a permissible action? Alternatively, should I only provide them with the pay structure? My primary concern is that this is IBM's official document, and I am unsure if sharing it with a third party is appropriate. I would appreciate guidance on the next steps.

Furthermore, Wipro's BGV process has already commenced and is currently in progress. What would you advise in this situation?
