October review cycle

I have been working with Capgemini for more than three years. A coworker who joined with me received a promotion and good ratings during the April cycle, while I am still at the default rating of 3. Now, for the October cycle, when I asked my manager about a promotion, he said that I will not be promoted unless I do something exceptional. Although he is not my N+1, he mentioned that, as a manager, he will not give me a good rating even if I perform my best throughout the year.

Can someone suggest something, please?
