I noticed that I haven’t been promoted this year, whereas one of my colleagues who joined shortly after me (and reports to the same manager) has been.

Well the promotion budgets are less your managers would have got only 1 slot and they chose to go with the better guy as per them. Just because someone joined later doesn’t mean they cannot be promoted ahead of you.
