If you have the savings to live 1-2 years without earning, the best option is to take a risk and resign first without a job offer, and then search for jobs during the notice period, as your remaining notice period gets shorter every day.

Or you can even wait till notice period has ended, and then search, as many companies prefer immediate joiners. This is what I do every time I switch jobs, and I also get to enjoy a 2-3 month break in-between jobs, every time I switch jobs.
