Does anyone know is we can reduce our notice period by paying a fine amount ? If yes, please let me know or point me in the right direction. This NP is sucking the life out of every employee. Forget the interview and offers, no one’s even working to look at a candidates profile with notice period.

Then resign first and then search for the job. As other company will ask for your last working day in email as resignation then only give you offer letter.
As far as reducing np, it can be done via using your leave balance and paying yourself out, but that depends completely on your manager.
