Not providing relieving / experience letters on time

One of my colleague recently submitted resignation and joined other company as well , tcs is not providing the experience letter they are delaying it. What can be done on this.

TCS can be slow with paperwork. Escalate the issue to HR and higher management. Keep pushing; persistence is key. If it gets worse, consider legal advice.
