Not able to add HIS beneficiary

I tried adding since april 1st but the add beneficiary button did not work but today when i clicked it, it worked but now it's showing the enrollment window for 2023-24 is closed. But i don't think it was ever opened and also i didn't receive any mail regarding the window being opened or closed. What can i do now to add people? Can anyone help, please?
