Non ODC work from home policy

How is WFH policy for non ODC? We don't have any ODC and I see DP of other projects giving employees the approval of DH asking to raise the exception. But we don't get any response yet. Why two rules under the same account? There is no positive thinking in asking for a candidate to come and swipe without even providing a seat.

I saw people getting exception on the basis of “no ODC in the location”(not specific to your base location) if you don’t have an ODC in the city that your base location, you can get an Exception approved.
