Noida doesn't have developers?

I have been typing to hire a tech team for an AI enabled ev mobility and saas startup for the past few months.

Either candidates are low level or mediocre expect salary way beyond their capabilities. How do I build a better hiring pipeline to get better talent. Looking to setup a team of 6 with a team leader.

Have to build 5-6 mobile apps, backend, frontend for multiple systems! What salary should be offered for 2-3 yrs team members and 4-6 yrs TL.
