Hi I am on to production code since last 3 months but there is no work in my project. Whenever I am asking project manager about work she is saying the track is yet to start. What can be done ? Is there any risk for my performance? Please guide.

As your manager is aware that you're looking for work but don't have any, as the track is yet to start (which is not your fault) you should be okay from performance POV. You won't receive below met expectations. But keep upskilling and bugging your manager for work. This creates a good image in your manager's mind.
