I was promoted from B2 to C1 and my salary was increased but variable pay component was not added , everything is fixed.My ctc is 17. Anyone else has same salary structure that C1 grade with no variable pay?

Yeah they sometime do give fixed salary. You can ask for revision if you feel like. But discuss with your manager first.
