No proper guidance and information from the leads and managers

I have joined TCS recently, and i don't know anything about the internal communication process (I am expecting Atleast Teams) , I don't have any contacts of my manager, There was some one in portal mention as my buddy and i can reach them for support, when i tried to reach them they simply says worng number, I am simply waiting for someone to contact me for the project allocation so that i can get familiar with what actually happening here,

For collecting ID card only i need to do multiple steps with managers who not even respond in single mail, i had to follow up nearly 10 to 15 days to get responce and proceed for next steps.

I have waited almost a month and some lead(on site) called me said i will working with them, but i don't have any details of off shore team, finally after few days i got the offshore contacts, first thing i asked is what is the internal communication process, guss what the answer is there are multiple ways depends on team some will use teams and some will use GChat and worest part ia we need to raise request for that and again it will go to manager approval they wont approv till 7 to 10 days, worest people not respond at all, and in return ask me to why you didn't raised all the access till now, i didn't know what i need to raise or how.
