No promotion for 7 years.

Hi Folks, I need some advice. I joined TCS in 2018 as BA, got on-roll to TCS payroll in 2019. The project on which I was working for 7 years is going to end in the month of May. The management decided to release all the seniors from the project to RMG. I was released to RMG on 15th Feb this year. I did not get any promotion in 7 years and not hoping this year too as the project is changed. To whom should I talk about this? HR says he cannot help on this the manager has to initiate the promotion. Please share your opinion.
