Trending @Accenture; New Increment Policy

We have been told in our Performace review call this week that anybody who is at career sub level 13.1, 12.1, 11.1 or 10.1 for more than 2 years will not receive any yearly increment until they get promoted to next career level. Is this true? What are your views? Is this the correct approach?
