I accepted the tenure rotation policy and I was released from my project. Now, I am not getting any projects. The rotation policy is for helping employees to get cross skilled and to get experienced in new technologies. I got cross skilled and got a certificate in the new skill.

Now the managers are asking for experience to allocate me a new project. How is this possible? Whom should I reach out to discuss these lapses in the policies.
