Trending @Capgemini; Need suggestion over Relication

This is regarding one of my friend. We both Joind capg in Aug-2022 its over 18 months and She is asking for her lic transfer from Mumbai to Pune. but every single time her dumb manager denies becoz the majority of people and manager himself works in Mumbai loc. just becoz of his arrogant behaviour he tries to brag everyone to mum and she had to spend Waste money over PG and Mess.

Can anyone suggest any other idea co trying HR is also not worked they ask for manager approval only
