Need suggestion

Joined TCS last year as lateral for 1account. Since joining I have been kept on account bench for more than year now. I am asking for release since 3-4months. They started blame game after that. They are neither releasing me from account nor giving project. They are saying we don’t have positions for your skill set. Also they are saying now , you are not reporting to account. I am not aware of to whom should I report as I am randomly getting allocated to any SWON. Everytime my supervisor in system get changed as allocation change. Moreover I don’t have TCS teams access. HR don’t reply on release mails. Plz suggest what can be done in this situation
