Need Info on offer letters

So for context I have never switched before. I want to know that when people say they have multiple offer letters do they mean:

1. Signed all the official letters they got till date

2. they just have the official offer letter but they are yet to sign them

3. the company has yet to give them the official offer letter but they have an idea of the compensation
