Need help with guidance

One of my friend have 20 years of work experience ( 17 years relevant ( 3 years in telephony services (CSA) 14 years in lay off (MNC). started as BPS in MNC now servings as MIM for 6 years and 2year SD earlier ( ITIL V4 certified). age is around 43. package is very low ( around 3.5LPA) being in tier 2 city. Please guide how to proceed to switch with a good package. As wherever applied they are not forwarding the profile without mentioning reason.

Need guidence to lead him right path. Sometimes senior people also require guidelines who knows what works for him.

Because.. joining was very lower package.. though got promoted 2 times in 5 years but in BPS later Covid came and everytime when release from project recieved bad banding. Pending promotion for 8 years but due to some issues unable to relocate anywhere from this tier 2 city.

People start to retire from IT at the age of 45 or 50. I would suggest quitting the IT field and starting a small business. AI will be eventually coming and there is no point of doing investment on a sinking ship!
