Hi guys I'm new to this Goal settings and my manager is also unreachable. Could you please suggest me what to write in Final KPIs, target and outcomes ? I mean some sample or example if anyone could help? Btw my role is Tech lead L1. TIA

Just submit the default goals. Managers don't know/care about whats written in there. In the end your appraisal would be done based on your work
