Need help for suggestions

I am working in TCS and I started my career with TCS. Currently I am getting 9 lpa with 9 years exp. I got all A bands except one year.
I support pst hours also.
I got an offer from Virtusa with 18 lpa + 1 lakh joining bonus.
I got an offer from a capegemi with 19 lpa
I got selected in Infosys with 21 lpa with 15 percent variable pay. Here 10 days in a month reporting to ofc.
Now, my manager is asking for retaining and offered 17lpa with 1.5 as retention bonus and I will be getting in the 13th month every year. And after 3 years, It will be merged to ctc.
I came to know some projects in tcs still doing wfh. If yes, I need to check in tcs to allow WFH.
What will I do here? Pls suggest.
can anyone who has the idea, can explain how is a candidate retained in tcs, like here 17lpa is fixed and 1.5lac will be credited as 50k each year end is it?

My project is complete WFH since they don't have an ODC in india. Every month, the manager asks the whole team to raise an exception. So yes, there are WFH projects. Still, if you are getting offers from other companies, I would suggest to switch for better growth.
Don't trust tcs any more, crap CEO crap company....go anywhere but leave it....
