Need Help, After clearing all the interview round HR send a mail with agreed compensation, asking for resignation acceptance letter before release offer letter, is this normal or I am getting tricked ?

Not normal, first they have to send the letter - then you accept it - then they do background check for last working day validity and stuff

Ask her to send an offer letter first, you should not risk anything without that piece of paper. Make her understand
