Need Advice on People Management

A delivery head joined our project as a delivery manager. He i forcing everyone to come to office where he sits, asking ppl from other states to relocate, or start looking for other projects. He does not respect our work timings and weekends, calls at 6 Am for shitty reports, calls on weekends on personal numbers. He has also created what's app groups and micromanaging even the interns. Everyone is Fed up, even client is not on good terms with him. it's been 3 weeks he joined. He is focusing on non value added stuff rather than actual client deliveries. Before this everything was ver sorted in the project, people were happy, work timings were respected. No call on weekends or on personal number forget about WhatsApp.

How to deal with such MicroManagers?
