Friend of mine(we were friends from 12years) He owes me 15 lakhs(he used my credit cards and some amount) Now from last one week he switched off his phone And I went to his flat it is locked

I spoke to his brother(who stays in their hometown), his brother said we kept our flat for sale, once sale is done will repay your amount.

Can I trust him?

Can I proceed legally against will that help me?

If you have proof of said transactions have been done by him and acknowledgement from his side about the amount he owes you. Then you can proceed with suit of recovery.

But, it's a civil case so will take ages.

Best option, write off. If you get it back great, else move on and take this as a lesson.
