Don't join back , it will be whole new hassle in getting promotion etc once u rejoin

Your manager won't be waiting for you to join back to say no. Just move on, don't worry about it.

It's 2 years if you want to join before that L4 approval is required else hr will not onboard you

Cool off period is 18/24 months as per my knowledge.
