3 is a good rating compared to 4. If you got 4 then you would end up in the back on track (BOTP)

They've downgraded positions from 2 to 4 for training and BTO. HR in CG has become ineffective—spending the entire year inactive, only to wake up during the January period to downgrade ratings.

Since you got promoted last year your rating this year has changed to 3 by HR. You won't get promoted this year. Promotions need 2 years gap.

You probably won't receive any hike for 3 rating! Or barely 1-2%. Forget about promotion.

No promotion, hike can be ₹0 to ₹1500 bucks per month, depends on latest rule from hr🤣
