My manager gave a 1.5 rating in that cmnt mentioned totally lies . How can I resolve this?

My manager gave me a 1.5 rating and mentioned totally false allegations and lies in the comments. To make matters worse, the appraisal was auto-closed. I then connected with my manager, discussed the issue, and was told that I could reinitiate the appraisal. After reinitiating, I received a total IPF rating of 3.16. Can I expect an A or B band?
