This is it, politely talk with your manager about this concerning your working hours. Mark my words if you accept to work at 11 for 1 time then there is no coming back, he/she will see that as a green sign and will be willing to do this again in the near future very frequently.

If you don't want to work at that time, you can politely request your manager because if the manager is not a good guy, It will affect your annual rating.

You can set your work hours straight and have same discussion with your manager, if it's on some random days like once in month then u can choose to respond or leave it.
