Hi everyone, I am digital specialist engineer having approx 3 years of experience,my manager promising me since one month to promote me from L0 to L1 but till now my progression pending after having completion of All criteria, What should I do ?????

I am DSE L2, completed 9 months. Managers can't dictate our promotion and they sure can't nominate us.
