Mental harassing situation in TCS

Is notice period negotiable in TCS. I feel I made the wrong decision of joining TCS.

My manager is harassing me as I am requesting him to give location flexibility as I am having survival issues in the south city as I am from the north.

Notice is flexible and you can get early release if you have any health conditions.

Approach HR and not operations leadership.

I have approached my HR but she is of next level. She is asking me to write in mail that I am not going to take leave in future due to health conditions
