My year end review form is on pending because of manager’s validation. My manager is on leave. What should I do now? Anyone has any idea?

Why did not you ask your manager till now to release the rating?

She has released the rating. After that year end people review and then again manager’s validation is needed.

It is one time activity from manager's end. The manager has to release it. Once he/she does that you will get a mail that your form has been completed. You can see your rating as soon as your manager releases it.
