Manager not allowing to take more than 3 planned leaves in quarter

My manager is not allowing the employees in the project to not take more than 3 planned leaves in any quarter.

Is it the same happening in other projects as well or only in my project?

No, it's not the same in other projects. It might be possible that your project has some critical delivery and the manager doesn't want anyone to take leave. If it happens every quarter then the problem is your manager. Talk to your manager or HR, provide a valid reason. If nothing works then take sick leave 🫣

No critical delivery in the project. It's just for the sake of billing from the client. And this is happening since 1 year.

Billing management is always an issue. I also face this sometime but not regularly. I suggest you talk to the manager or HR.
