Manager contact for background verification

For background verification, is it okay to provide a senior colleague's contact, who is also in the same team, rather than immeadiate reporting manager? They have asked for manager reference. Do BGV comapnies verify managers as well?

This is okay, I've done it in the past (top 5 in Fortune 500)

Sometimes they insist on reporting manager only, thats when you have to contact your old manager and ask for help. In my experience, nobody has denied it.
