Manager asked out for lunch/dinner to discuss project, never met before, just 1-2 formal teams call as project has just started. Disgusting

Not sure of this as that senior is very diplomatic and over smart, I have declined his request and after that there is no nuisance but I always wonder how they get this courage being in TCS at leadership position with high salary on stake which can also lead to reputational loss... It seems nothing happens even if you complain, i have seen one case where the person was harassing another colleague by saying bad words and emails with caps lock on ...maximum he got to do was a verbal sorry over a phone call with HR looped in, that's it
I did that already, I said I can only meet in office if you want to discuss about project as and meeting outside in an unprofessional set up is something which is not required, I just want to share as this is really not expected from a senior leadership person, specially when that person doesn't know anything about me. I just want to share this as I was feeling irritated. Thankgod he is mature, he immediately understood and never said anything after that.
Tell his wife , he will reboot himself into his Lil house
Just deny politely stating you're not very comfortable with meeting outside for office related work
