From last we have started receiving needs where its mention we have to change the primary skill from sale first development to something else. Is there any deadline for this like around by when we have to change the primary skill and what if we don’t change now because I am having P3 and if I change it to a different new skill proficiency will be P1

You can send mail to your leads asking rationale, and highlight your comfort with current skill, this may /may not help however this will be an evidence that you didn't change skill willingly.
Because proficiency score is going to play key role down the line in career level decision, in salary hike and identifying IP etc
