Looking for SDE-2 job opportunities

I am an SDE-1 in Amazon. I was hired in 2022 as a SysDev1 then got converted to SDE-1 position in Feb 2024. After getting converted, I had to work my ass off to gather data points for getting a promo to SDE-2. I did so till now, submitted all the work summary and stuff to my manager. Got a green light for Q2 (soft confirmation) then my manager got changed due to internal reshuffling of the team as my manager was overseas before. And because of this now because of artificially created delays, my new manager isn’t agreeing to target Q2 and wants to aim for Q3. The only reason I got from my new manager when I pushed for Q2 was that its too late now, i wont be able to complete the process in time for Q2.

FYI, in my team, there have been promotions where the process for the candidate started in the same quater in which finally they got promoted.

I am looking for opportunities outside now as I dont think its worth waiting 6 months. Frankly I think its better I try in other companies and leave from here.

Can somebody guide me on how should i look for opportunities and also if there are any good resources to prepare specific to SDE-2 positions.

I am aware that DSA is a must and System Design & Low level design is also necessary. But I am able to find good resources on what exactly to prepare and start applying.

Also not sure why but nor I am getting any pings from recruiters nor my resume gets short listed when i apply for SDE-2 positions at big tech companies. Need some advice here as well.
