Location constraint

I noticed that our account is hiring only from ODC locations for new positions. What would be the future of non ODC people working in this account?

Does this implies for all projects and locations? Like will tcs force us to go to our base location and punch instead we are punching from nearest location from home?

Non-ODC employees are in a tough spot. Management is clearly favoring ODC locations. Relocate or risk being sidelined. The policy is strict, and frustration is understandable.
