Let's say someone ask you for a referral here or on LinkedIn. Would you refer that person?

I have been told by many a people that they can't refer me unless they know me personally or have worked with me. Sometimes I get reason like having witch company in your resume will make sure that you're not shortlisted, hence I'm asking this here.
