Trending @Accenture; Less Salary hike. Underpaid
I joined Accenture in Sep 2022 as an ASE and on the same year in Dec cycle everyone got hike i had got only 15% hike but most of the other people who joined with me and on the same profile got 35-40% hike. I thought may be the will give me another hike in April or June cycle but I had not got. And there is no allowance provided in my project I am working for 11-8 shift. I am very confused about my pay scale I feel like I am so underpaid.

I understand your situation. I was once in the same boat. I would suggest you to keep focusing on honing your skills and get promoted to L11. (Default promotion is after 2 years from DOJ else you can pass any one of three teachleap schools and get promoted early)
Then you can look for opportunities outside which will pay you handsomely.

Wait for the L11 default promotion. You'll have the opportunity to switch domains and industries later and can take any that you like. Segments like Salesforce and Cloud have a good hike and balance here, although it all depends on project

All freshers this year got 13% hike. 25% hike only when someone gets promoted. Even people who joined 1 year before me got 25% hike on promotion only. Idk how you are quoting 35-40% number. One more thing, we only get hikes once. Since you got one in dec 2023, next hike will be dec 2024.
