In wipro no leaves are carry forward to the next year right then what happens to our leave encashment? Does it pay to January salary or what? Can you give me clarity on it

Your project team will ask for encashment. At that time, you have to give the report how many leaves you want to encash. Those leaves amount will be credited to your salary after deducting the leaves. If you don't want to encash, extra leaves will be lapsed and no payment will be done.

Out of 21 ALs 13 ALs will be carry forward to next year..only 8 will be elapsed.

My personal advice is to use the leaves for refreshment and upgrade the tech stack. Getting 10-15k as an encashment is not worth it. In this crucial IT phase it is better to upgrade on AI by spending some quality time by taking leaves. Literally my manager saw me as a billable resource more than a human being when I took leave due to a personal emergency. I have received a mail response for my emergency leave that adjusts leave in the upcoming quarter, I lost interest in working due to that mail.
