If I am unable to use the excess leaves that are given to me by CG, then am I eligible for leave encashment before they expire after 31st December?

If you are leaving the organization before 31st Dec, then yes. You'll get it in the full & final settlement. Otherwise, no! You can only carry forward the leaves, up to 30.

No, leave encashment is only possible if you are leaving the company (30 days Max)
