You can take leave during notice period if you have leave balance and it will not impact your LWD, maximum of 30 leaves can be encashed remaining will lapse. So better avail the leave if you have more then 30

Leaves in Notice Period completely depends on your manager .
Officially you can take but your manager stops saying it will impact project then you can’t do anything .
