Leave cancelation for entire month

Good morning folks Yesterday there was a mail from on shore lead saying he will not approve leave plans for entire Feb month and he will cancel all the applied leaves for associates who have already applied leave

Can he really cancel applied leaves?

Reason is one shift person did not login due to emergency & their team lead also was not on sick leave

There's no mention of our team and we are safe but just wanted your valuable suggestions
