I have recently joined TCS. I need planned leave for 8 days . Can I directly apply for leave on ultimatix without taking soft approval from my manager. As my colleague already told me that manager will never approve that much leave. I need leave in December or January

No, you can't bypass the manager. Talk to your manager first. Applying directly without approval is a sure way to get denied.
