Layoff at my company,

I am working in a company which has around 150 employees. For past few months since July 2024, HR has threatened some business analysts and QA to resign themselves, if not they will be terminated. They don't have any direct clients as well. Only project which is running is through subvendor(not direct client). I am a developer myself with 11 years of experience. Do you think it would be wise to stay in such company?

Nope. In fact why did you even join such company? After covid and 2022 layoff, I wonder why are people even joining such companies.
