How is that the censor board allowed release of a movie tarnishing the name of a state, while movies (documentary about Gujarat riots - real life incidents is banned).

I have watched the 2 part documentary by BBC. It cannot get any real. There are some really filthy minded people and their actions have all been recorded. There is a video clip, where one great politician had informed the police to take no action for a whole day and also in his speech had instigated the people to kill as many as possible without any remorse. That is why the documentary is banned in India. A few fellow goons who participated in the riots and killing have given interviews boasting about how they killed the people and who gave orders. Even though we have evidence none of them were even called for an investigation. Books are usually an individual's perspective and are often biased.
